No. Accounts that do not have a paid subscription (yet) do not need a payment method. Also, in the Netherlands you can pay with iDeal so no credit card is needed at all.
It's recommended: you get the full first-party benefits (better cookie lifetime, less ad-blocker interference). A Measurebase-generated subdomain is available too, for quick testing or if DNS genuinely isn't an option.
An A record makes your tagging subdomain genuinely first-party. Safari treats subdomains that alias a third-party service via CNAME as trackers and caps their cookies at 7 days · an A record avoids that entirely, so your measurement cookies keep their full lifetime.

Yes. Add the domain again with a different subdomain. Each subdomain gets its own, completely independent tagging server.
Issued automatically once your DNS record resolves. There's no separate certificate step.
Every request that reaches your tagging server counts toward your quota, not just a tracked event. That includes pageviews, conversions and custom events, but also the tracking script loading, ad-block-relayed traffic, service worker calls, and GTM Preview activity while you're debugging. The one exception is bot and scanner noise, which Measurebase filters out automatically so it's never billed. See request types and statuses for the full breakdown.
Yes, anytime from your dashboard. Upgrades apply immediately: the new limits unlock right away and you only pay the prorated difference for the rest of your billing period. Downgrades and monthly/yearly switches take effect at your next renewal instead, so you keep everything you've paid for until then (a yearly plan renews once its 12-month term ends). Cancelling works the same way: your plan stays active until the end of the paid period, then your account moves to the Free plan.
The Free and Solo plans cover one domain. Growth, Scale and Business are flat-rate subscriptions that include 3, 5 and 10 domains respectively, with no per-domain pricing.
By default your account auto-upgrades to the next tier so tracking never stops. You can opt out of auto-upgrade on your billing page. In that case, tracking pauses once you're over quota, until you upgrade manually.

GA4/gtag retries, expected redirects from the Google Ads relay, cache-hit responses, GTM Preview traffic, and known bot/scanner probes can all produce a non-2xx status without any real visitor data being lost.
